Update: Development of the Circular Charging Infrastructure Roadmap

Roadmap in its Final Phase

On 25 February, the ‘Product team’ *) for the Circular Charging Infrastructure Roadmap organised the second broad stakeholder session — an important step in turning shared ambitions into concrete actions. Many thanks to Alfen for hosting all of us in Almere!

The goal of this session was clear: to validate the roadmap’s action pathways for completeness  and feasibility, for  a broad sector support among the stakeholders and ultimate success of the roadmap. In doing so, we ensure that the roadmap does not remain a plan on paper, but is genuinely translated into action and concrete project initiatives. Manufacturers, charge point operators, public authorities, knowledge institutions, grid operators, refurbishment specialists, suppliers and industry associations worked together to sharpen priorities and strengthen commitment across the value chain.

The roadmap vision is ambitious. By 2035, charging infrastructure in the Netherlands will be indispensable, intelligently connected and seamlessly integrated into daily life — reliable, affordable and accessible to all. At the same time, the foundation is laid for a fully circular charging infrastructure by 2050.

This means, among other things:

  •
    • Designing for long lifespan, modularity and upgradeability
    • Embedding circularity criteria in standards and public procurement
    • Enabling reuse, refurbishment and high-value recycling
    • Deploying digital product passports and data to ensure transparency in material flows
    • Stimulating new business models that prioritise value retention and create economic opportunities

What stands out most is the strong sense of shared responsibility across the value chain and the sector. Circularity is no longer a side topic, but is evolving into a structural starting point for the design, procurement and operation of charging infrastructure.

At Cenex Nederland, we have championed the importance of Circular Mobility from the start, with a special attention to charging infrastructure. It is encouraging to see how broadly circularity is now embraced within the sector and how many parties are willing to work together to translate this shared vision into concrete steps through this roadmap.

Many thanks to all involved for your expertise, input and commitment! The roadmap is expected to be finalised and shared in the coming weeks. We will of course also spotlight this topic at our upcoming annual event, Green Mobility Exchange (12 May 2026), so do join us! We will be sharing regular updates on this year’s programme soon — stay tuned!
