Dutch Roadmap Circular Charging Infrastructure

The Dutch Roadmap Circular Charging Infrastructure is a national initiative focused on accelerating the transition toward a fully circular charging ecosystem for electric mobility in the Netherlands. As the number of electric vehicles continues to grow rapidly, so does the need for charging infrastructure that is not only scalable and reliable, but also sustainable across its entire lifecycle — from design and production to use, reuse, refurbishment, and recycling.

This project brings together public authorities, charge point operators, grid operators, manufacturers, recyclers, knowledge institutions, and other stakeholders to jointly develop a practical and forward-looking roadmap. The roadmap will outline clear pathways toward circular design principles, responsible material use, extended product lifetimes, high-value reuse, and effective end-of-life processing of charging infrastructure components. The roadmap encompasses all types of chargers, from AC to DC, public and private, and the wide range of charging speeds.

The development of this roadmap is a logical next step and the accumulation of previous projects and initiatives in the field of sustainable and circular charging
infrastructure. In recent years, important groundwork has already been laid
through:

 

  • Multiple round table sessions with key stakeholder groups, including public procurers and industry players, to explore challenges, opportunities, and shared
    ambitions.
  • Workshops and support for public procurement knowledge-building
  • Serious LCA game sessions, designed to create awareness about the lifecycle impact of design and procurement decisions, and to stimulate more informed and responsible choices.
  • An exploratory market-readiness and gap analysis assessing the current state of the sector and identifying the steps needed to enable a circular charging ecosystem. Op weg naar Circulaire Laadinfrastructuur in 2050”

These activities – together with many individual initiatives across the sector – have
generated valuable insights, strengthened collaboration across the value chain,
and clarified both the technical and institutional barriers that need to be
addressed. The roadmap builds directly on this foundation, translating lessons
learned into a coherent national strategy with clear priorities and direction.

Importantly,
this project does not stop at strategy development. From the outset, the
roadmap process is designed to ensure that outcomes are directly connected to
implementation. The ambition is to move beyond a plan on paper and already
initiate concrete actions, commitments, and pilot implementations in the coming
years.

Goals

The Dutch Roadmap Circular Charging Infrastructure aims to:

 

  • Establish a shared vision on circularity for charging infrastructure.
  • Identify necessary actions and responsibilities for stakeholders across the value chain.
  • Stimulate circular design, data sharing and circular procurement, encouraging modularity, repairability, and material transparency.
  • Promote high-value reuse and refurbishment of charging components and systems.
  • Strengthen collaboration between public and private partners to accelerate circular innovation.
  • Ensure alignment with national and European sustainability policies and climate objectives.
  • Define measurable ambitions and milestones for short-, mid-, and long-term implementation.
  • Embed implementation from the start, ensuring that roadmap outcomes translate into real-world projects and investments.

Results

The project delivers:

  • A clear and actionable roadmap outlining pathways toward a circular charging infrastructure ecosystem.
  • Concrete action agendas for different stakeholder groups, including short-term implementation steps and projects.
  • Commitments and collaboration that support immediate follow-up actions in spin-off project initiatives.
  • A strengthened national ecosystem of partners committed to circularity in electric mobility infrastructure.
  • A means for monitoring and evaluation to track progress and adjust actions where needed, to support and align across pathway initiatives.

By combining strategic direction with practical implementation, the Dutch Roadmap Circular Charging Infrastructure will help ensure that the rapid growth of electric
mobility in the Netherlands goes hand in hand with resource efficiency, reduced
environmental impact, and long-term system resilience.
