SUMP: Sustainable Urban Mobility Plan
From 2026, municipalities across the EU are expected to have a Sustainable Urban Mobility Plan (SUMP) in place, following the European Commission’s updated Third Edition SUMP Guidelines. A SUMP is a strategic, long-term plan for improving mobility and accessibility in a city or region, built around people rather than traffic flow, and developed together with residents, businesses and neighbouring authorities.
Meeting the EU’s requirements is only part of the challenge. A SUMP that actually changes how people move needs a realistic baseline, clear and measurable objectives, and a package of measures your organisation can actually deliver and monitor over time.
